The concrete stair step repaired in the picture above will eventually have problems. The rough finish on the repair will collect moisture. In turn the moisture will settle on the top of the stair step. This could lead to faster deterioration of the concrete. The stair step should have been finished better than this. The rough area on the stair tread will also be a trip hazard for people walking up and down the stairs.
