This wood window sill is showing signs of age with out regular painting. The paint is cracked and can be sanded and refinished. Then painted. This is not a big problem yet. Keep in mind the window sill can trap moisture since it  is horizontal and should be painted regularly. If you notice the most cracks are on the window sill because of this.
